In 2006, the CDC issued Revised Recommendations for HIV Testing of Adults, Adolescents and Pregnant Women in Health Care Settings. These recommendations called for HIV screening for patients ages 13-64 in all health care settings. The recommendations are intended to address the persistently high estimates of undiagnosed or late diagnosed HIV infection.

To explore ways of expanding routine testing in TX, The Department of State Health Services HIV/STD Prevention and Care Branch, along with colleagues from a variety of health fields, formed the Test TX HIV Coalition.

The purpose of the coalition is twofold: first, to provide leadership in diffusing information about making HIV testing a routine medical practice in Texas; second, to offer a forum for stakeholders to learn about and expand routine HIV testing.
